Kemp who concurred in the wording of my
telegram of 21st April.

I would add that the Committee
referred to in my telegram of 21st April, consisting of Sir Henry Gollan, Chief Justic
Chairman, Mr. T.H. Hazlerigg, Assistant Crown
Solicitor, and Mr. T. Dallin, Assistant Auditor,
is at present further investigating the
circumstances of this fraud, and their report
may throw a fresh light on the possibility or
desirability of instituting civil action against
the Bank. A copy of this report will be for-
warded to you when received.

but,
I attach also copy of a minute of
yesterday's' date from the Hon. Mr.C.McI.Messer,
Colonial Treasurer; but pending the report of
the Committee, I do not propose to take action
with a view to recovery of the defalcations
from the Bank.
